When the industry has a very low production level and does not have enough cargo waiting, it tests close down conditions. Industries in service have a close down chance reduced by 50%. Newly built industries can be closed only if they are at least 2 years old. Industries, built by the random map generator or map editor, can be closed only if they are at least 5 years old. A close down chance is 2% and there is an 8% chance for increasing production.

Paper mills should be built close to water (2 - 4 tiles) on flat land. They can't be built near other paper mills, printing works, sawmills or refineries.
